The Dilemmas of Attribution: Between Politics and Law

Together with our partner EU Cyber Direct, we are organizing a seminar on the dilemmas of attribution in Brussels on Tuesday 24 September 2019.
The seminar will discuss the outcome of the workshop we organized together with EU Cyber Direct on 24 May 2019 at the Peace Palace in The Hague. At the workshop, the invited participants discussed differences and commonalities in the respective approaches from the perspective of international law, criminal law and policy to the stages of the attribution process: suspicion, accusation, and consequences.
Dennis Broeders, Els De Busser and Tatiana Tropina from Leiden University will join the seminar in Brussels.
