Authors' Workshop | Cyber Conflict in the Indo-Pacific

On 14 and 15 May 2025, Associate Fellows Jelena Vicic and Rogier Creemers hosted a two-day event on Cyber Conflict in the Indo-Pacific, supported by a grant from the Leiden University Global Fund, and additional support by The Hague Program on International Cybersecurity.

The Indo-Pacific is at the forefront of both technological innovation and intensifying geopolitical competition. The first day featured an Authors’ Workshop exploring cyber conflict and cooperation in the region, the evolving nature of cyber threats, and the roles of key state actors as well as regional organizations and emerging norm development.

On the second day an engaging lunch conversation with Dutch policymakers was organized, bridging academic insights and policy perspectives on governance, strategy, and cyber capacity building.

It was great to bring together a diverse group of scholars and practitioners working at the intersection of cybersecurity, strategy, and regional politics. Workshop organizers Jelena Vicic and Rogier Creemers, together with associate editors Miguel Gomez, Christopher Whyte and Dennis Broeders, are now preparing a special issue on Cyber Conflict in the Indo-Pacific, building on the insights and contributions from this event.
