This month, Kubo Mačák joined us for a Visiting Fellowship at The Hague Program for Cyber Norms at Leiden University's The Hague Campus. We sat down with him to hear about his fellowship experience.

Why were you interested in coming here?

I learned about your fellowship scheme last November during the conference you hosted here in The Hague. I remember being very impressed by your innovative and interdisciplinary approach to research in the area of cyber norms as well as by the creative energy that everyone on the team seemed to have in droves. I was delighted to see that my application for fellowship was accepted and that I could return to The Hague as a visiting fellow.

What did you work on during your fellowship?

I found the atmosphere at the Institute very productive and inspiring. The month went by in a flash, but as it was coming to an end, I was surprised at how many boxes on my long to do list I could tick off. I completed an article on the challenges that cyber operations pose to the international law of armed conflict, which develops the lecture I delivered at the start of my fellowship. I also oversaw the completion of the Cyber Law Toolkit project, which I have led over the past year in collaboration with colleagues from NATO CCD COE and the Czech National Cyber and Information Security Agency. Finally, I have really enjoyed engaging with the researchers here and establishing new ties at research events held in The Hague during my stay.

What’s next for you?

After finishing here tomorrow, I will return to my day job at the University of Exeter, where the summer term begins already next week. Apart from my usual teaching and administrative responsibilities, I look forward to two exciting events in the next few weeks. The first is a workshop on attribution in cyberspace co-organized by your Program and held at the Peace Palace here in The Hague on 24 May. The second will be the official launch of the Toolkit project, which will take place at the International Conference on Cyber Conflict in Tallinn, Estonia on 28 May. I know I will see several members of your team at each of these events and I look forward to working with you all further in the future.
