In July 2025, Kenya established the TechPlomacy Connective, an initiative formulated to harmonize digital innovation with diplomacy, ethics, and sustainable growth. The initiative, based on three fundamental pillars; AI Digital Infrastructure, Data Governance and Innovation, and AI Research and Innovation, comes at a time when Africa’s Silicon Savanna is experiencing a wave of digital innovations transforming its economy. Being the first of its kind among its peers, the adoption of the initiative represents a paradigm shift, where the Global South is moving from being mere tech consumers to becoming active architects of global technology standard. While TechPlomacy Connective is designed to serve as a strategic framework to navigate challenges associated with explosive innovations, its effectiveness in transitioning the nation from a state of digital volatility to a stable and inclusive digital social contract remains indistinct. This study therefore seeks to interrogate how Kenya’s booming tech ecosystem has widened the digital divide mirroring Hobbes’s state of nature, the opportunities of TechPlomacy Connective in empowering Kenya to assert digital sovereignty in its negotiations with global stakeholders and its prospects in providing a viable blueprint for establishing a new digital social contract resolving the Digital Hobbesian Trap of parasitic innovations. The study will be guided by the constructivism theory that views Techplomacy as a negotiated order and will adopt a qualitative and analytical research design with secondary data gathered from existing records.
