Eugenio Benincasa is a Senior Cyberdefense Researcher at the Center for Security Studies (CSS) at ETH Zurich, where he conducts research on China's cyber ecosystem. Before joining CSS, he worked as a Threat Analyst at the Italian Presidency of the Council of Ministers in Rome, a Research Fellow at the Pacific Forum in Honolulu, and a Crime Analyst at the New York City Police Department (NYPD).
This presentation moves beyond APT-centric frameworks to examine how China scales its cyber operations through decentralized provincial security bureaus and a mature commercial cybersecurity sector. These two interlocking layers form a system that is neither a monolith nor a loose coalition, with direct implications for attribution, threat modeling, and countermeasures.
