Keynote Speakers

Ingvild Bode

Dr Ingvild Bode is Associate Professor at the Centre for War Studies, University of Southern Denmark. Her research focuses on processes of normative and policy change, especially with regard to the use of force. She is the Principal Investigator of the European Research Council-funded project AutoNorms: Weaponised Artificial Intelligence, Norms, and Order (08/2020-07/2025). The AutoNorms project investigates how practices related to autonomous weapon systems change international norms. AutoNorms examines military, transnational, political and dual-use practices in China, Japan, Russia, and the USA. Ingvild serves as the co-chair of the IEEE Research Group on AI and Autonomy in Defence Systems. Her work has been published with the European Journal of International Relations, Ethics and Information Technology, Review of International Studies, International Studies Review and other journals. Ingvild’s most recent book entitled Autonomous Weapons and International Norms (co-authored with Hendrik Huelss) was published by McGill-Queen’s University Press in 2022. Previously, Ingvild was Senior Lecturer in International Relations at the University of Kent, Canterbury (2015-2020) and a Japan Society for the Promotion of Science International Research Fellow with joined affiliation at United Nations University and the University of Tokyo (2013-2015).

Emily Goldman

Dr. Emily Goldman serves as a strategist at U.S. Cyber Command and a thought leader on cyber policy. She was cyber advisor to the Director of Policy Planning at the Department of State, 2018–19. From 2014 to 2018 she directed the U.S. Cyber Command / National Security Agency Combined Action Group, leading a team that wrote the 2018 U.S. Cyber Command vision, Achieve and Maintain Cyberspace Superiority. She was a Professor of Political Science at the University of California, Davis, for two decades and has published and lectured widely on strategy and cybersecurity. Cyber Persistence Theory: Redefining National Security in Cyberspace, co-authored with Michael Fischerkeller and Richard Harknett, was published by Oxford University Press in 2022.

David Omand

Sir David Omand GCB is Visiting Professor in War Studies, King’s College London. His posts in British government service included UK Security and Intelligence Coordinator in the Cabinet Office, Permanent Secretary of the Home Office, and Director of GCHQ. He served for seven years on the JIC. He is a member of the senior advisory board of Paladin Capital, investing in cybersecurity companies. He has published four books: Securing the State (Hurst 2010); Principled Spying: the Ethics of Secret Intelligence (with Prof Mark Phythian) (Oxford 2018); How Spies Think: 10 Lessons from Intelligence  (Penguin 2021) and How to Survive a Crisis: Lessons in Resilience and Avoiding Disaster (Penguin June 2023).
